Always on. Always answerable.

Grid operators, generators, water and gas utilities and the retailers who bill for them run systems that are not permitted to stop, on networks a government has designated critical infrastructure. Every control system, every meter read, every outage call and every filing sits inside obligations that are enforced by a national authority and tested by the weather. Altuon builds for an estate that has no maintenance window and no quiet season.

Worum es geht

The security obligations are now supervised. In the European Union, the NIS2 directive makes essential entities in energy, water and their supply chains answerable for risk-management measures, for incident reporting within fixed windows, for the security of their suppliers and for the personal accountability of their management. In Switzerland, critical-infrastructure protection places duties on operators of essential systems, including the reporting of cyberattacks to the federal authority, and the revised Federal Act on Data Protection governs what the utility knows about every household it serves. In the United States, the reliability standards for the bulk power system make the cyber and physical protection of critical assets an audited obligation with penalties attached. In Jordan, the sector regulator's licence conditions and the national cybersecurity framework decide what a licensed operator must be able to demonstrate. A supplier who cannot describe its work in those terms is a supplier the operator cannot put on its register.

The control network and the corporate network used to be separated by air. They no longer are. Smart meters, substation sensors, market interfaces and field devices have joined operational technology to the systems the office runs on, and a model or an integration that reads from a control historian is, in the eyes of the authority, a change to critical infrastructure. The segmentation between the two worlds, the direction in which data is permitted to flow, the change control a reliability standard expects and the detection of an intrusion are architecture decisions, and they are made before a line of code, or they are made after an incident.

The cycle is measured in decades and the systems run without pause. A transformer, a pipeline or a treatment works is a capital decision that outlives the software written to manage it, the tariff regime under which it was approved and most of the people who approved it. The metering, billing and asset systems that sit above those assets have run continuously since they were installed, and their data — every read, every invoice, every inspection — outlives every application above it. Meanwhile the tariff reviews, licensing rounds and interconnection rules that decide whether a capital decision pays announce themselves in consultation papers years before they bind. An operator that reads them late has already lost the argument.

The buyer is several offices at once and the failure is public. The head of network operations wants nothing on the control side to change without a rehearsal. The chief information security officer wants the supplier chain documented and the incident-reporting path tested. The regulatory affairs director wants every filing on time and every claim in it defensible. The head of customer service wants an outage line that answers on the night of a storm, in every language the service area speaks. Failure in this industry is a household without heat, a bill run that misprices a region, a filing the authority rejects or a line that rings out during a blackout. The work has to be designed so that the failure mode is a fallback, a handover to a person or a rollback, never an incident report to the authority.

Europa und DACH
Swiss utilities are often owned by a canton or a commune, and they buy the way their owners do: for longevity, for discretion and for evidence. The data plane is Swiss unless there is a written reason for it not to be; critical-infrastructure protection and the revised Federal Act on Data Protection are mapped in the obligation register before the architecture is drawn; and the sub-processor list is short enough to be read aloud at a board meeting. German operators bring the German transposition of NIS2 and its requirements for operators of critical infrastructure, with the evidence trail the federal office expects. German, French and Italian are working languages, and the outage line hears Swiss German.
Naher Osten und Nordafrika
In Jordan and the Gulf, energy and water are matters of national strategy, and the operator is frequently a state-owned utility or an independent producer working under a long-term agreement with the state. The work is sovereign by default: data held in the country, models that read Arabic filings and answer Arabic callers in the dialect of the service area, and a partner who is present with the ministry, the regulator and the operator's leadership rather than reporting to them from abroad. Licence conditions and the national cybersecurity framework shape the architecture, and the relationship with the leadership is part of the mandate.
Nordamerika
US utilities, whether investor-owned, public power or cooperative, work under a state commission that approves their rates and a federal regime that audits their reliability. The reliability standards for the bulk power system decide what evidence the operator must hold about every critical asset and every change to it; state privacy laws decide what may be done with customer data in service and in communication; and the rate case decides whether a system investment is recovered at all. The work has to move at the speed of storm season and leave a documentary trail an auditor can follow without a briefing.

Can meter, customer and asset data stay in the country, or on our own premises?

Yes. The data plane is decided per system in the Define phase and recorded in the architecture register: a Swiss region, the European Union, Jordan or the Gulf state concerned, the United States, your own data centre or a national cloud. Speech, language and other models run inside that plane; the control plane holds policy, identity and metrics and never a meter read or a customer record. For an on-premises deployment the proposal states what the operator provides — hardware, network, identity — and which model options fit that footprint, so the residency commitment is priced rather than promised.

How do you work within NIS2 and the reliability standards for the bulk power system?

As design inputs, not as a compliance review at the end. The obligation register written in the Discover phase lists every requirement that touches the engagement — risk-management measures, incident-reporting windows and the path to the authority, supply-chain security, management accountability, the evidence a reliability audit expects for each critical asset — with an owner and the artefact that will show it is met. Altuon is a supplier in your chain under NIS2, and the agreement carries the security commitments, audit rights and notification duties you need to include us in your own supplier register. Where the operator has an existing framework, the register is mapped to it rather than duplicated beside it.

Will anything you build touch the operational-technology network?

Only where the mandate says so, and then in one direction. The default boundary is read-only access to a historian or a data-diode replica, never a write path into a control system, and the boundary is drawn in the architecture register with the head of network operations before any integration is designed. Where the engagement does require a change on the control side, it is built and tested in a replica of the environment, follows the operator's own change-control procedure, is rehearsed with a rollback, and is scheduled with operations rather than around them. Nothing Altuon deploys makes an autonomous decision that acts on the network.

How do you replace a billing or metering system without an interruption?

Behind a compatibility layer, one consumer at a time. The existing system remains the system of record while each dependent application is moved across and reconciled: every meter read, every tariff calculation and every invoice line is compared between old and new for at least one full billing cycle before the old path is retired, and any discrepancy blocks the cut-over rather than being explained later. Rollback is rehearsed before the first migration, not designed after the first problem. The migration plan and the reconciliation reports are deliverables you keep, and the sequence is governed by the case your board approved, with the option to pause at any step.

How does an outage line survive a storm, and what does it say when it does not know?

Capacity is provisioned for the peak, not the average: telephony and speech services scale on demand, and the line is load-tested at several times the highest volume the operator has recorded. When the network model has no confirmed fault, the agent says exactly that: the report has been logged, the address confirmed, crews are being dispatched by priority, and the caller will be told when an estimate exists. It never invents a restoration time. If speech recognition or the network model degrades, the line falls back to a structured menu that still takes the report and still reaches a person, and the handover to a human agent carries the whole context of the call. A voice agent that cannot say it does not know has no place on a line people call in the dark.

What do we own when the engagement ends, and what happens if a key person leaves?

The operator owns the code, the models fine-tuned on its data, the evaluation sets, the obligation and architecture registers, the migration and reconciliation records and the documentation, assigned on payment. Exit terms are written into the agreement: a notice period, a transition plan, the handover of every environment and credential, and the deletion or return of data with a written confirmation. Key-person risk is addressed by pairing every role from the first week, by writing decisions down as they are taken rather than reconstructed at the end, and by naming in the proposal the people who will do the work and the people who will replace them if they cannot. The operator should expect to see the exit terms before it sees a demonstration.
